The Audit Office has recommended that the Finance Ministry take a definite decision and action toward regularising the status of the Linden Hospital Complex (LHC) since it is operating as an autonomous body, while still receiving funding from the Public Health Ministry as though it is a “department.”The Linden Hospital ComplexDuring 2015, the Public Health Ministry transferred to the LHC amounts totalling $261.129 million from its current provisions. The sum was to have met the operational costs of the hospital. However, the operation of the current appropriation to fund the hospital was questioned since funding for that entity was included under a programme in the budget of the ministry, as though it was a department, while funding was disbursed as if it was a subvention agency under the ministry, the Auditor General’s Report disclosed.It stated that the Linden Hospital Complex was approved by Cabinet decision dated November 24, 2015 to function as a board during the period of December 1, 2015 to November 30, 2016. It was highlighted that the Complex was not an autonomous or semi-autonomous body regulated under an Act of Parliament and that it was managed by a Board of Directors and was not required to provide the ministry with financial or other reports that would indicate that some form of ministerial supervision was exercised over its processes.Nevertheless, the report indicated that it was explained by the Head of the Budget Agency, that the hospital provides receipts and statements to cover all expenditures incurred to the ministry.Therefore, the Report suggested that the ministry take affirmative action to discuss this matter with the subject minister and, if necessary, the Office of the Budget of the Ministry of Finance, with a view to having definite decisions and actions toward regularising the status of LHC.Additionally, during 2015, audit checks the hospital revealed a number of other discrepancies; examination of the payroll and other related documents revealed that pay change directives for the termination of employment in respect of one employee was forwarded late to the Central Accounting Unit of the hospital, as a result, the employee was overpaid; the Stores Regulation require that a master inventory be maintained, however, the hospital has not adhere with this requirement, since this record was not maintained for the period under review; and log books presented for audits were not properly maintained to reflect the signature of the authorising officer for the journeys undertaken. As a result it could not be ascertained whether proper control was exercised over the use of the complex’s fleet of vehicles.The Report noted that the ministry acknowledged that overpayment of salaries is an issue but stated that they are trying to retrieve money.The Audit Office recommended that action be taken to recover the overpaid money, put systems in place to ensure that all records are maintained, as required by Store Regulation 1993, and present all outstanding documents for audit examination.

The donated kidney, held in a special cooler, was flown via a custom drone with eight rotors from a location in West Baltimore a few miles to the University of Maryland Medical Center (UMMC). There, it was implanted in a 44-year-old woman who had spent the previous eight years on dialysis. “This whole thing is amazing,” the patient, who did not disclose her name, said in a statement. “Years ago, this was not something that you would think about.” The flight, which only lasted about 10 minutes, was intended as a demonstration of the custom unmanned aerial system (UAS). Teams from UMMC had previously shown that an organ could be transported via a drone, but this appears to be the first time one has actually been implanted after a flight.”We had to create a new system that was still within the regulatory structure of the FAA, but also capable of carrying the additional weight of the organ, cameras, and organ tracking, communications, and safety systems over an urban, densely populated area,” said Matthew Scassero, director of the University of Maryland’s UAS test site. Tags The project was led by Joseph Scalea, one of the surgeons who performed the transplant. He hopes UAS can help to streamline the system of getting organs to patients who need them quickly.”This is a complicated web of couriers and expensive charter flights, which, in my opinion, could be avoided.”Scalea says using drones to shave up to a few hours off the delivery time of organs could mean that up to 2,500 more such organs become viable for implantation. Nearly 114,000 people were on waiting lists for an organ transplant in 2018, according to the United Network for Organ Sharing, which manages the organ transplant system in the US. Over 36,000 transplants were performed in 2018 in the US.There’s still more research to be done to ensure that flying through the air in a box is a safe mode of transport for all organs, and systems also need to be put in place to manage this whole new class of critical deliveries. But eventually, kidneys and other body parts could be zipping through the air to save lives on a daily basis. Kolkata: The Kolkata Police has organised an awareness campaign to make people realise the ill effects of using mobile phones while walking on roads.According to an officer of the Kolkata Traffic Police, it has been noticed that many accidents can be avoided if pedestrians in the city become a bit more careful and avoid using cell phones while walking on roads.A police officer said earlier people only used to speak over phone while walking. Though their concentration used to get diverted, at least they used to look straight while walking. But now the situation has turned worse as people keep texting while walking. There were many instances when pedestrians were found walking on city roads using earphones to speak on cell phones or listen to songs. “This is more dangerous as many times they cannot realise that a vehicle is approaching when he or she is crossing a road and it often leads to an accident,” the police said.So, the police have started creating awareness among pedestrians so that they do not use cell phones while walking on roads. The awareness campaign was held mainly at two important locations in the city including Hare Street. Such initiatives have brought down the rate of accidents as Chief Minister Mamata Banerjee had launched the state-wide campaign Safe Drive Save Life.The Headquarter Traffic Guard took the initiative to create awareness on this particular issue and it was done by engaging school goers as it is considered that people easily accept when a child requests him or her to follow something.
Kolkata: Ranjit Das (52), a resident of Indran village under Itahar police station in North Dinajpur, was stabbed to death inside his house on Sunday night.Locals have alleged that the victim’s son Rajesh might have killed him to take revenge on his mother’s death. It was also stated that Ranjit had killed his wife a few years ago. Police have started a detailed probe to ascertain the exact cause behind the murder. According to the preliminary investigation, police also suspect that the victim was killed by his son. The woman was murdered five years ago. Ranjit was arrested on the charges of killing his wife and later released on bail. After returning home, a year ago, he came to know about this father’s involvement in his mother’s death. The equation between Rajesh and his father had changed since then but nobody in the locality could expect that it would lead to such a crime. It was learnt that the accused son hit his father’s head with a sharp weapon following a quarrel. The injured father was taken to a hospital in Raigunj on late Sunday night. He succumbed to his injuries at the hospital on Monday morning. The accused, Rajesh, has been absconding since the incident took place. Police have started a probe into the incident and are raids are being conducted to nab the culprit.
Darjeeling: The inauguration ceremony of the Uttarbanga Utsav has been rescheduled with Chief Minister Mamata Banerjee inaugurating the festival on January 21.State Tourism minister Goutam Deb held an administrative meeting on Tuesday at the Mainak Tourist Lodge in Siliguri. “We have got a confirmation from the Chief Minister’s Office that she will be arriving in Siliguri on January 21. On arrival at around 2 pm, she will inaugurate the Uttarbanga Utsav,” he stated. There will around 30,000 spectators present at the launch. About 100 conches will be blown in synchronisation at the time of inauguration. There will be around 1,000 dancers performing at the inauguration ceremony. “We have decided to make it a global event. We are even trying for a world record. Around 20,000 children will take part in a sit-and-draw competition at the venue on January 28. The competition will be videographed using drones,” said the minister. Banerjee could be leaving Siliguri for the Hills either on January 21 evening or on 22. She could be returning to Kolkata on January 24. “The venue for the Netaji Jayanti has not been fixed yet. It will either be held at the Darjeeling Chowrasta or at Giddeypahar, Kurseong,” Deb added. At Giddeypahar, Kurseong, the Bose family used to own a villa that now houses a Netaji Museum and Centre for Studies in Himalayan Languages, Society and Culture.

The campaign is being driven from the party’s 24×7 war room in Kolkata, under the leadership of Trinamool Youth Congress national president and party supremo Mamata Banerjee’s nephew Abhishek Banerjee. For taking on BJP’s aggressive campaign led by Modi and Amit Shah, the Trinamool Congress social media team has come up with novel features like ‘Jumla Meter’ which gives immediate, crisp and fact-based rejoinders to BJP’s punches. For instance, on April 20 during his election meeting in South Dinjapur’s Buniadpur, Modi said: “We have shown the way by improving law and order in UP and Tripura.” Within 45 minutes, Trinamool’s Jumla Meter had a post that said: “Yesterday (April 19, 2019) an Election Commission probe confirmed large scale ‘booth capturing’ in Tripura. Uttar Pradesh had the highest number of crimes against women”. Chaudhury claimed that the BJP’s campaign is based on “fake news, lies and disinformation”. “They are mostly selling dreams and jumlas,” he said. Abhishek also heads the social media team, where O’Brien plays a very vital role in strategy and designing an innovative campaign. Besides Chaudhury, former NASSCOM Eastern Regional director Suparno Moitra also guides the party’s social media activities under Abhishek’s overall direction. “The social media is an instrument of god for poorer regional parties lacking in resources to match more opulent opponents,” said Moitra, the party’s joint social media convener. After the Trinamool Youth Congress president revamped the social media unit between mid-2017 and January last year, the focus of the content was broken into two – highlighting development projects of the state government and countering negative propaganda by the Opposition with facts. Trinamool Congress now has a huge presence on every online platform, including Twitter, WhatsApp, Facebook and Instagram and makes extensive use of videos, data and memes.
